[civsoc-mw] No new voters roll

KPD, 

I am not worried about you. They are people who are turning 18 almost on a daily basis. At that point they become eligible voters and their right to vote guaranteed by the Constitution. 

They do not have to wait until the next cycle of general elections, when they can vote in a by election (an acceptable one). Otherwise they are disenfranchised; their vote suppressed. The EC should not be complicit to that.
