[Civsoc-mw] [BwalolaAphunzitsi] Diploma has expired as far as secondary school teaching is concern

Noone likes to be demoted. If sending diploma holders to Primary Schools is
seen as a demotion,. Are the teachers being given an incentive to raise
their qualifications? Dr Ngalande who wants to raise primary school
teachers' salaries must think harder as to how he will accommodate these
new teachers.
