I believe governments may also be interested in NGOs in this way because
they (the former) can be a pain in the oops. Around 2002 going into 2003,
DFID had allocated about K4.2 billion to support the Malawi NGO sector. Our
Malawi Minister responsible was Mrs Mary Kaphwereza Banda. Remember at the
same time the Open Term and later third term bids came up. I believe the
open termers sensed accurately to imagine some NGOs would not be amused by
this. The weaker the NGOs were, the more secure the bourgeoisie. The
bourgeoisie and reactionaries put up a fight that ended in their favour.
The GBP never arrived.
