[civsoc-mw] No new voters roll

The problem we have in Malawi is a tradition of kubisa zaka. Back in primary school football games, a ten year-old dude would claim that he was 6, just to be included in the Under-7 squad.
Let’s respect birth certificates, please. They are there for a purpose. Pension, tax, marriage, driver’s license etc etc. 
By-elections are scheduled for November 10. It means that anyone who will be 18 by November 10 is eligible to vote. 
If he or she is 17 now and she/he will turn 18 by November 10, all they have to do is show the authorities their both certificates and register.
