Paris also uses numbers. You have the Latin Quarter [ Quartier Latin] in the 5ème arrondissement [fifth district]. Or, Quartier de Montmartre in the 18ème arrondissement. 
But of course Paris uses both numbers and names. So, you have 11ème arrondissement also known as Popincourt or 16ème arrondissement also known as Passy.
