I appreciate you taking time to respond. You may be right. My understanding
(and it could be limited) was that since there is a UNIMA Act in place,
there is also need to have that Act amended by the National Assembly. That
is perhaps the most reasonable way to have the people of Malawi weigh in
and decide what sort of de-linking we end up having.

Now, I do admit I am a novice in these things. But if what you are saying
were implemented in that way, it would set a slippery slope where
over-reaching presidents legislate from State House. The Executive
directive if implemented with no oversight at this point, may mean there
could be a thousand other things which end up being promulgated by
presidents without the oversight by "the People". That country would
approximate a dictatorship I think. No!

I look forward this time round for the Executive to defend its case in the
House and have the decision voted and (hopefully) endorsed and then we are
legally on firm ground to go ahead. Your "advice" to get down to work and
implement (paraphrase of course) is why I am asking for the Bill. I also
want us to have the Bill brought to the House in the current sitting and a
decision made. Without that, we are in an administrative and operational
limbo.

A few College Principal whose tenures have expired cannot be replaced
substantively as there is a question as to whether we get new principals or
what we need to get are Vice Chancellors. Vice Chancellors are appointed
using the law and the UNIMA Act does not empower anyone to hire a VC for
the CoM, Poly, KCN (or whatever we will become once we de-link);

The VC UNIMA's terms ended earlier in the year; he has not been replaced or
have his term renewed because the question as to what becomes of the rest
us remains.

I do not know if you still hold the same view after hearing my side?
