[Civsoc-mw] Was "Noriega" not a Hero?

Some of us wish we had a "Truth and Reconciliation Commission" of some
kind. This would not only  be intended to expose the villains but also to
know the many heroic acts performed by individuals. It would also help us
learn from the errors of the past and hopefully do away with  a culture
that we all seem to deeply detest.
