I work in procurement and I understand why it is the center of corruption. Companies competing for contracts even as low as $1,000,000 may not have any other way to outdo each other so that they stand out. The only other way left is to slide the contracting officer $50000. I also saw it firsthand in Zomba. Even to supply beef to the barracks, the procurement officer's hand had to be greased

Laws may not help that much if the law enforcers themselves are captured, especially if the Presidency is involved. Game over!
Unless of course the citizenry revolts against their governors.
