[civsoc-mw] Use of indigenous languages

You like long short cuts. The most effective way is to identify those mps
who have an english didabilify and drill the. Muluzi saw this and employed
Zingani to teach him basic english. Otherwise we will continue hearing
shocking statements like the bus slept in Johannesburg. In english, buses
dont sleep. Only living things can sleep. In chichewa buses can sleep.
Let's address where the problem is instead of manufacturing ineffective and
inefficient solutions. The disabled mps can employ English speech writers
or editors.
