[civsoc-mw] Suspension of Registration of New Voters in Mangochi North East

The fact is you are expressing a wish. Those who attain 18 years have to
wait until the next voters roll is open otherwise your suggestion is that
the voters roll should be open for 5 years. Not morally or financially
feasible.
