[civsoc-mw] Suspension of Registration of New Voters in Mangochi North East

It was the election that was invalidated. Not the voters roll. Why should
voters register again? It doesn't make any sense. It doesn't make sense to
register new voters too. I thought the supreme court already ruled on this.
