[civsoc-mw] Suspension of Registration of New Voters in Mangochi North East

Thank you for the mail.

Can you please provide the relevant section that requires registration of
new voters for a by-election.

In a number of countries, I am aware of, they use the voters roll of the
main elections for the whole 5 years. That is the May 2019 voters roll
remains valid and legal until the next elections. Any NEW registrations can
only be used in the 2024 elections.

Only transfers and updates due to death of a voter is allowed. I believe
those countries do the right thing.

Please provide the section and the rationale for having that section, if
you can.
