We talk about her latest research on how ethnicity shapes voting behavior. Karen argues for a reorientation of how we think about ethnic voting, away from an exclusive focus on voters to one that links voter behavior to the supply side of candidates.

The preference of African voters for co-ethnic candidates is well documented in studies of African political behavior. However, African voters also seem to value good government performance. When does ethnicity trump performance? We theorize that a citizen’s vote choice depends in part on the cognitive complexity she faces when assessing candidates. We argue that citizens incur greater cognitive costs when appraising candidates with mixed – versus uniformly positive or negative – performance records, inducing them to rely more on informational shortcuts like ethnicity to guide their vote. Thus, performance voters may become ethnic voters when the challenges of evaluating performance increase. We test and find support for this hypothesis using a survey experiment implemented in a nationally representative exit poll during Kenya’s 2013 election. Findings demonstrate that ethnic and performance voting is not always the product of fixed dispositions, but instead may emerge in response to voters’ informational context.

Malawi

·        We fielded the survey in Malawi from May 7 to June 1, interviewing 4641 individuals across the three regions of Malawi. Find the summaries of the results here.

·        On July 8, GLD & IPOR Malawi held a webinar presenting results from the first Covid-19 survey. We want to thank everyone who participated in the webinar, and especially our expert panelists Dr. Wezi Msisha and Dr. Henry Chingaipe for contributing to a great discussion with many interesting insights!

·        Congratulations to Kristen, Ellen, Boni, Karen, Adam, and Erica on the forthcoming publication of the first academic piece based on Covid-19 data from the First GLD-IPOR Covid-19 Survey in Malawi.

Zambia

·        We fielded the survey in Zambia from July 2 to July 31, interviewing 2001 individuals in the Lusaka area and along the Zambia-Malawi border.

·        Summaries of results will be available in the coming weeks, and will be found on the GLD website.

**Applications must be submitted by October 10**

GLD is offering a limited number of research fellowships for scholars for short-term research in the areas of governance and local development. Awards averaging 25,000 SEK will be offered to support projects related to critical governance issues. Themes include, but are not limited to:

·        Local governance challenges

·        Service delivery as it varies across local contexts

·        Relationship between state and non-state actors

·        Level of corruption and citizens’ perceptions of it

·        How citizens solve disputes with officials, families, and friends and how state or non-state actors are involved

·        Participation in local elections and political campaigns

·        How security services are provided in transitional periods and/or under weak central states

Due to the special circumstances, we will only consider coronavirus friendly projects at the moment. Please have this in mind when you create your research proposal.

New Funding for Senior Research Fellow Kristen Kao

Kristen Kao, GLD Senior Research Fellow, has won a grant from the Folke Bernadotte Academy for 396 000 SEK (~42,000 USD) to supplement her project in Iraq, "From Revenge to Forgiveness: Strengthening Durable Peace in Post-Conflict Societies". This funding will allow for a deeper investigation of injustice gaps - when the punishment for criminal acts differs from what a person deems to be appropriate - and their effects on reconciliation with former Islamic State collaborators among varying subnational populations in the country. The larger project is funded by the Riksbanken Jubileumsfond and includes Michael Bang Petersen (Aarhus University) and Kristin Fabbe (Harvard University) as collaborators. The GLD team will support the implementation of this project.

We would like to congratulate Dr. Nora Stel, Assistant Professor in Conflict Studies at Radboud University Nijmegen, on releasing her book Hybrid Political Order and the Politics of Uncertainty. The book explores the parallels between Lebanon's engagement with the recent Syrian refugee influx and the more protracted Palestinian presence.

GLD enjoyed hosting Nora as a visiting scholar when she worked on this book.
