[civsoc-mw] Governance prize from Chatham House

What exactly is your problem? Is it that the award came from great Britain
or that the judges don't need a positive stimuli? When you have kids coming
late to school try giving those who come early some sweets. You will see a
dramatic change for the better. Don't waste time whipping the late comers
because over time they become used to being whipped. They would actually
beg you to whip them in case you forget. The judges deserve a positive
stimuli from whatever source.
