USAID, JICA, GTZ are not INGOs. These are governmental agencies which are in Malawi at the invitation of MG. I know for sure USAID and JICA are considered external agencies under our law and enjoy immunities and privileges comparable to those of an intergovernmental organization (I should know because at some point I was involved in the negotiation of their agreements, where the position of our ministry was overruled by the secretary to the president and cabinet McDonald Banda).
