[civsoc-mw] No new voters roll

Court has ruled that there should be no new voters roll for by-elections
where the results were nullified. Same candidates.

I insist that there should be no new voters roll in any by-election.
Registration of new voters for any by-election is illegal.

Unfortunately, regardless of MEC being headed by a judge, it will still
take another judge, after wasting so much money by petitioners and
respondents, for MEC to do the right thing.

The argument by TC that those who never registered in the main elections
should be brought in through the window and vote in a by-election doesn't
hold.
