[civsoc-mw] Stopping of registration of new voters and end of phase 2

Dear Sir/Madam
Please find attached statement from the Malawi Electoral Commission regarding stopping of registration of new voters. However, the Commission will proceed with processing of transfers of those that registered for the 2019 elections and changed residencies. The Commission will also be issuing duplicate voter certificates for those that lost them.
