[Civsoc-mw] Lower grades for admission

This issue is interesting. While it is true that admission policies can
impact equity in access to education, it also impacts learning outcomes. As
quoted in the article, the minister doesn't even explain how the government
would minimize the possible negative effects of the newly adopted policy on
learning outcomes. This is a usual case of politics in education where
politicians seem eager  to pursue populist policies at the expense of its
very implications
