Mmm!
I think that in 1995 the atmosphere was different. He would have been rewarded, promoted and his future secured.Or they could have promoted him quietly; given him a ministerial security job or other.
Many political chameleons have turned, been rewarded and have not had any 'social welfare consequences'. The social welfare is a class argument that is only applied to lower class ranks.
I have a personal memo from David Kerr written in 1995. His view at the time was that Noriega should have been recognised.Fr O'Malley thought similarly.
Ok. Perhaps there would have been reprisals.. but how come some 'victims' of the MCP were promoted and recognised?
The larger and more important point is the lack of any National Reconciliation procedure in Malawi.

I am a reading Patrick O' Malley's book in which he chronicles some of this interactions with Chanco brains jailed at Mikuyu. One man known as Noriega emerges. Was he not a hero deserving unmasking and national recognition?
